Order Status Changed mails are not send

Hello,

my employer wants there to be a custom mail when orders are paid/send out.

I wrote CMS-mails for both, using the "status changed" option for the send-confirmation. But, whereas the payment-confirmation gets send, the status change won't.

I guess this is a bug, so I wanted to ask for suggestions where I should start troubleshooting. I don't know if it's related, but I also cannot change the status in the orders overview - if I chose a different option in the drop down menu, the change won't be saved. The only way to change the status right now seems to mark the individual orders checkbox, scroll down and use the menu at the bottom of the overview.

I am thankful for any suggestions!
